How We Separate Facts from Analysis

To ensure clarity and transparency, SFGS reporting separates information into three distinct categories:

• FACT: Information reasonably established and verified from available evidence.

• ASSESSMENT: The analyst's reasoned, contextual interpretation of available data.

•UNKNOWN: Critical information gaps that have not yet been established or confirmed.

Protective Concern Levels (PCLs)

SFGS organizes identified concerns into five standardized levels, providing decision-makers with a consistent framework for evaluating significance and urgency.



    IFORMATIONAL: General situational awareness data with no immediate protective impact.

    ​

    CONCERNING: Observable indicators present that warrant continued observation.

    ​

    ELEVATED: Increased specificity, focus, or capability indicators identified.

    ​

    HIGH: Significant progression, credible intent, and potential access observed.

    ​

    CRITICAL: Imminent or urgent threat indicators requiring immediate operational awareness.

Ethical Guardrails & Scope

SFGS conducts all activities in accordance with applicable law and with respect for privacy, civil liberties, and individual rights.



    ROLE DISTINCTION: SFGS operates strictly as an intelligence, risk awareness, and decision-support partner. We do not replace sworn law enforcement, private investigators, or emergency management authorities.

    PROHIBITED USES: SFGS does not provide services for unlawful stalking, harassment, discriminatory targeting, unlawful surveillance, unauthorized digital intrusion, or unlawful employment/credit screening.

    ​

    OBJECTIVE ANALYSIS: The presence of an individual within publicly available information does not establish wrongdoing. Protected speech, lawful protest, and personal beliefs never form the basis for assigning threat status; assessments remain strictly anchored to observable conduct relevant to an authorized protective requirement.
